A Concept of Operations (CONOPS) is a document that describes the way that a Tactical Data Link is to be employed on military operations. CONOPS normally follow a detailed period of Operational Analysis and are crafted to clarify how a capability or specific equipment will be used.

CONOPS are often required at the very beginning of a TDL acquisition process and guide the way in which other acquisition documents, such as the User Requirement Document (URD) and the Integrated Test, Acceptance and Evaluation Plan (ITEAP), are written.
If the US Foreign Military Sales process is being used for the acquisition of TDLs, then a certified CONOPS is required before the sales process can begin.
