In 2017, to assure the modernisation and continued operational employment of the Link 16 Tactical Data Link (TDL) system across UK Defence, the Situational Awareness Command and Control Delivery Team (SACC DT) were required to develop the evidence for a Link 16 sustainment business case. 3SDL’s TDL experts were contracted to provide technical support to the DT, which included the production of an exploratory Combined Operational Effectiveness Investment Appraisal (COEIA) and a Roadmap across the 30 or so platform types fitted with the system.
Over a 3 month period, our Data Links and Operational Analysis subject matter experts worked with the SACC DT to provide an evidence-based comparison of the investment options, summarised as a Measure of Effectiveness versus Whole Life Cost. Using our deep knowledge of the Link 16 modernisation requirement, system options and integration challenges we created a framework to evaluate a range of alternative technical Options that considered: multiple services, operational platforms and scenarios. This approach was validated by the MoD’s technical scrutiny team and our roadmap became the foundation for the Link 16 sustainment senior responsible officer’s programme blueprint.
3SDL’s provision of expertise and insight, working collaboratively across delivery teams, scrutiny staff and capability sponsors created the robust evidence required for a successful business case submission against an initial £200m programme.
