David ‘Dibble’ Clark - Chairman

Dibble is a co-founder of 3SDL. At just 17 Dibble gained his pilot’s licence and signed up for a 20 year commission in the Royal Air Force. 

He initially trained as a pilot before graduating in 1985 as a combat ready Air Battle Manager and did a real smorgasbord of land-based tours and sea-borne deployments in the UK, Near East, and Central and South America. 

Dibble spent a lot of time training and examining, both as controller and as a qualified weapons instructor (QWI). He quickly gained a life-long reputation for his ability to think differently! After leaving the RAF he became the UK MoD’s head of delegation to a number of international boards dealing with information systems. After a stint at the UK’s defence acquisition agency he was recruited by STASYS (now Lockheed Martin). 

Dibble spent 15 years acquiring TDL capabilities as a Ministry of Defence desk officer, requirements manager and contractor. He was head of UK delegation to NATO DLWG and JICRB/MIRB for 5 years and General Secretary of the International Data Links Society for 8 years. He is currently Chairman of not only 3SDL but also the NDSRB.

Dibble’s specialist consultancy area is in the scoping and rationalisation of complex defence and security projects and identifying solutions and pathways where others might struggle. He has a keen understanding of the relationships between procurement and sustainment and have a proven track record of bringing diverse stakeholder groups together for mutual benefit.

The DSDM Atern Awareness Course is one of the few courses Dibble still personally teaches; it is a subject he is passionate about and committed to... and his anecdotes are worth hearing!
